The family of a teen killed in a highway traffic accident this summer has sued the Michigan Department of Transportation. Elisa Skinner-Bell of Farmington Hills died in late June of injuries suffered on Interstate 696 in Southfield.
Police said the 16-year-old was exiting a minivan when it was rear-ended by a Ford Excursion that had veered off the road. Skinner-Bell was participating in MDOT's Youth Corps highway beautification program.
The lawsuit announced Tuesday claims the state failed to provide safeguards for the program participants. It seeks an injunction to halt the Youth Corps program and seeks damages from MDOT and the Excursion driver. An MDOT spokesman said the agency doesn't comment on litigation.
